Culturally, drow are both evil and matriarchal, so the females often enjoy displays of power over men. Revealing clothing is very common because it's a way for the females to display themselves as objects of desire while denying the males the opportunity to do anything about it. Basically, look but don't touch or I'll gut you and you can't stop me.

That part honestly bothered me slightly about Drow society.  Why would the women actually care about teasing men?  They usually don't care about men at all aside from mating purposes and house royalties.

Like MeloraChabert said, it's all about having that feeling of power over men. Even human women do it by flashing all their jewelry, skimpy or expensive clothes and 90% of the time, they do this while acting like we don't exist as they text on their phones with their shades on. Power corrupts and absolute power corrupts absolutely. It's a matriarchal society and the women are considered higher than the males. Plus, I've yet to see an ugly drow, so I'm certain there's alot of sexual competition.
